Empowering Digital Economy Development by Developing Digital Government:Inherent Logic and Innovative Path

数字政府的兴起是政府部门对经济演进到数字形态的自我适应,也是我国深化改革赋能数字经济发展的关键举措。面对数字经济条件下市场体系的特征变化及面临挑战,本文提出,数字政府赋能的核心在于增进市场机能,进而更好发挥出市场作用;赋能的关键在于要素释放与主体培育、市场秩序有效维护以及公共政策的动态调整与创新。结合发达地区的实践,本文提炼出数字政府赋能的五大创新路径,包含基于数据开放的要素释放、基于快速响应的协调促发、基于信用画像的主体培育、基于在线共管的市场规制以及基于场景关联的政策创新;并就如何进一步强化数字政府赋能,提出要以政务服务一体化平台建设增强区域间联动协同,以服务场景的创新竞赛提升数字政府的应用效能,以技术保障和制度性规范强化数字政府的可信度,以及以领导干部数字能力培养提升数字政府的自主性。

The rise of digital government is the self-adaptation of government departments to the evolution of digital economy,and also the key initiatives of deepening reform to transform digital economy.Facing the changes and challenges of the market system in the context of digital economy,this paper puts forward that the core of digital government empowerment lies in improving market function and thus making the market play a better role.The key to digital government empowerment lies in the release of factors and the cultivation of subjects,the effective maintenance of market order and the dynamic adjustment and innovation of public policy.Combined with the practices of developed regions,this paper distills five innovative paths for digital government empowerment,including open data-based factor release,rapid response-based coordination and development,credit image-based subject cultivation,online co-management-based market regulation,and scenario-based policy innovation.In terms of how to further digital government empowerment,it is proposed to strengthen inter-regional coordination by building the integrated platform of government services,to enhance the efficiency of digital government with the innovation competition of the service scenarios,to strengthen the credibility of digital government with technical support and institutional norms,and to enhance the autonomy of digital government with the training of leading cadres’digital capability.
