农村基层党组织组织力的困境及出路——基于“结构—过程—文化”视角的分析

The Predicament and Way Out of the Organizational Power of the Rural Grassroots Party Organizations——An Analysis From the Perspective of“Structure-process-culture”

十九大以来,学界对基层党组织组织力展开了较为深入的研究。农村基层党组织组织力提升面临的困境主要有三个方面:从结构来看,农村基层党组织结构不够合理;从过程来看,农村基层党组织自身运转不规范、群众路线践行不力;从文化来看,农村基层党组织党内政治文化不健康、民众信任不够。这导致农村政策难以有效实施、农民利益缺乏有力保障、政党认同面临挑战。当前应该从优化农村基层党组织的结构,完善农村基层党组织的自身运转和党群互动过程,构建积极健康的农村基层党内政治文化、培育社会信任文化,以全面提升农村基层党组织组织力。

Since the 19th National Congress of the Communist Party of China,the academic community has carried out a more in-depth study on the organizational power of the grassroots Party organizations.At present,there are three main dilemmas in the improvement of the organizational strength of rural grassroots Party organizations.From the perspective of structure,the structure of the rural grassroots Party organizations is not reasonable enough.From the perspective of the process,the operation of the rural grassroots Party organizations is not in a standard way,while the practice of the mass line is not effective.From the perspective of the culture,the political culture within the rural grassroots Party organizations is not healthy,and it is lack of public trust from people.The hazard is that,the rural policy is difficult to implement effectively,the interests of farmers are lack of the strong guarantee,and the identity to Party from the public is facing challenges in the end.Consequently,the organizational power of rural grassroots Party organizations should be improved from three aspects:firstly,being supposed to optimize the structure of rural grassroots Party organizations;secondly,improving the self operation of rural grassroots Party organizations and the process of interaction between the Party and the masses;thirdly,building the positive and healthy political culture within the rural grassroots Party organizations and cultivating the culture of social trust.
