城市社区建设与治理“党建+”实现路径研究——以江西省南昌市社区为例

Study on the Path of Realizing the Building of Urban Communities and the Development of the Party Organization——Taking the Communities of Nanchang City in Jiangxi Province as Study Cases

南昌市社区“党建+”模式生动地、集中地表达了社区党建的内在要求,即社区党建不是与社区其他工作相并列的一项独立工作,而是作为机理、机制、内驱力等要素内化于社区建设与治理一切领域,体现于社区建设与治理的各个方面,融入社区建设与治理的全过程,构成社区良性发展的内在运行机制。但是也要看到,当前社区党建在人才队伍建设、服务能力、社区自治能力、社区参与等方面,都还存在着诸多需要进一步克服和解决的问题。为此,一是构建党委领导下的社区“党建+”工作体系;二是明晰政府与社区之间的权责边界,积极推进社区减负增效工作;三是鼓励引导社区志愿服务,充分发挥党员干部的示范引导作用;四是建立完善专家咨询库,发挥现代社科知识和治理技术在社区治理中的智囊作用;五是充分利用资本和市场的力量参与社区治理,发挥其正向作用。

Communities in Nanchang City vividly and intensively reflect the inner requirement of Party building of communities,namely,Party building in the community is not an independent work in parallel with other work in the community,but all fields internalized in community building and governance as mechanism,internal driving force and other factors,embodies in all aspects of community building and governance,integrates into the community building and the whole process of governance,and constitutes the inner operating mechanism of the benign development of the community.But we also have to recognize that there are many problems that need to be further overcome and solved in such aspects of the Party building in the communities of Nanchang City,Jiangxi Province as talent team building,service ability,community autonomy ability,community participation,etc.Accordingly,firstly,we should construct the community“Party building+”work system under the leadership of the party committee;secondly,we should clear the boundaries of power and responsibility between the government and the community,and actively promote the work of reducing the burden on the community and increasing the effectiveness of the community;thirdly,we should encourage and guide community volunteer service,and give full play to the exemplary guiding role of party members and cadres;fourthly,we should establish a sound expert advice library,and give full play to the brain truster function of modern social science knowledge and governance technology in community governance;fifthly,we should make full use of capital and market forces to participate in community governance,and play its positive role.
