党的十一届三中全会以来,我国在对外开放广度与深度方面做了很多努力,基本实现了从封闭、半封闭开放到全方位开放的历史性突破。在40多年的改革开放伟大实践和中国人民的积极探索中,形成了中国特色的开放型经济体系,相关理论也得以丰富和发展。近年,随着中国经济发展进入新阶段、新常态、新时代,对外开放更是呈现出了全新特点。为了更好地应对国内、国外环境的变化,实现中国经济的稳步、健康、高质量发展,除了要在开放型经济战略理论方面不断创新、全面构建开放型经济新体制外,还要以经济高质量发展作为更高层次的开放型经济的内在基础,积极应对当前新的国内外局势与环境。鉴于此,探讨更高水平开放型经济高质量发展的现实路径,对新时代对外开放战略的实施和经济发展质量的提升具有较好的现实意义。

Since the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China,China has made a lot of efforts in terms of the breadth and depth of opening up to the outside world,and has basically achieved a historic breakthrough from closed and semi-closed opening to all-round opening.In the more than 40 years of great practice in reform and opening up and the active exploration of the Chinese people,an open economic system with Chinese characteristics has been initially formed,and relevant strategic theories have also been enriched and developed.In recent years,as China’s economic development has entered a new stage,a new normal,and a new era,opening up has taken on new features.In order to better respond to changes in the domestic and foreign environments,China’s economy is stable,healthy,and high.Quality development,in addition to continuous innovation in the theory of open economic strategies and the comprehensive establishment of a new open economic system,must also rely on high-quality economic development as the inner foundation of a higher-level open economy,and actively respond to the current new domestic and foreign Situation and environment.In view of this,the article tries to give a realistic path for higher-level open economy and high-quality development.
