摘要
父亲育儿假指的是在家庭养育子女时,国家政策支持和鼓励父亲承担育儿责任给予的假期,这已经成为国际社会推进男女平等的重要举措。我国从2006年开始倡导父亲育儿假,时至今日尚未纳入公共政策。通过分析我国影响性别平等政策的三种力量,提出将妇女组织包括妇联组织视为父亲育儿假的倡导主体,将社会公众视为支持力量,将政府主管部门视为公共政策的决定力量,并用事实和数据揭示我国父亲育儿假迟迟未能出台的根本原因。
Paternal leave refers to paid vacation which allows male employees to stay at home and share the responsibilities with their wives in raising newborn children in accordance with national policies.It has become an important measure for the international community to promote gender equality.Parental leave for men has yet not incorporated into public policies in China,though the country started to advocate it in 2006.This article analyzes three forces,which exert their influences upon China’s gender equality policy,and concludes that women’s organizations,including the women’s federations,should be regarded as the principal supporter of paternal leave.In addition,the public can be viewed as an assistant force while government departments have the authority to formulate relevant policies.At last,it has used facts and data to uncover fundamental cause of the failure in the promulgation of paternal leave in China.
