Informationization Mode of Operational Quality Management through Division and Integration in Medical Administration

摘要 目的通过培养专科运营助理、建立数据中心,实行医管分工合治,实现运营质量管理信息化,推动医院在发展方式上由规模扩张型向内涵挖潜型转变、由传统粗放型管理向现代集约型管理转变、由规模扩张型转向质量效益型,为现代医院管理提供参考价值。方法通过培养专职的医院管理团队,设置横向、枢纽式运营质量管理部门,建立符合医院实际的指标评价体系,并通过运营数据中心,对异常数据自动预警,反馈至运营管理部门,运营管理部门通过数据调研、流程分析、资源配置、空间改造等方面对问题进行根因分析并形成改善方案,从而实施精细化运营。结果收入结构持续改善,2018年全院结余8.1%,同比增加4.9%;科室损益不断优化,问题科室逐步上升至金牛科室;资源配置逐步完善,86项人力资源评估、119项设备评估、5项床位管理流程改善、16项区域规划等;在学术方面也取得初步成就,开展多项继续教育,吸引同行至医院参观学习。结论专职的运营管理团队比科主任更擅长科室的管理,而数据中心能够为管理决策提供数据支撑,构建信息化的医管分工合治管理模式是医院现代化管理的重要探索[1]。 Objective By training specialized operation assistants and establishing data centers,medical management will be divided and integrated to realize the informationization of operational quality management,so as to facilitate the transition of the hospital's development mode from scale expansion to connotation excavation,from traditional extensive management to modern intensive management,from scale expansion to quality and efficiency,which is expected to provide reference for modern hospital management.Methods By training a full-time hospital management team,setting up horizontal and hub operation quality management departments and establishing an index evaluation system that conforms to the actual conditions of hospitals,and through automated warning and feedback of abnormal data to operational management departments by operating data centers,the operation management department carried out detailed operation by analyzing the root causes of the problem through data research,process analysis,resource allocation,space transformation,etc.Results The income structure was improved continually with an entire hospital balance of 8.1%in 2018 and a year-on-year increase of 4.9%.The department profit and loss were optimized continually,with the problem department gradually rising to Taurus department.The allocation of resources has improved gradually,thanks to the 86 human resources assessments,119 equipment assessments,5 bed management process improvements,and 16 regional plans.Preliminary achievements have also been made in academics,with a large amount of continuing education carried out,thus attracting colleagues to visit and study in our hospital.Conclusion The full-time operation management team is better at the department management than the director,and the data center can provide data support for management decision-making.Construction of an information-based management mode of division and integration is an important exploration for the hospital's modernization management.
