地方保护与区域经济高质量发展

Local Protection and High-Quality Development of Regional Economy

在梳理地方保护的测度方法和经济发展质量评价体系的基础上,从五大新发展理念出发,基于TOPSIS法构建了区域经济发展质量评价体系,并利用2008-2017年中国省级面板数据,实证检验地方保护对区域经济发展质量的影响。研究发现:地方保护对区域经济发展质量有显著的负向影响,地方保护程度每上升1%,经济发展质量下降10.1114%。而在地方保护存在的情况下,区域生产总值水平与区域经济发展质量之间呈显著的负相关关系,产业结构水平、创新能力、外商投资、人力资本与区域经济发展质量之间呈显著的正相关关系。

On the basis of sorting out the measurement method of local protection and the quality evaluation system of economic development, this paper starting from five new development concepts constructed the quality evaluation system of regional economic development based on TOPSIS method, and empirically tested the impact of local protection on the quality of regional economic development by using the Chinese provincial panel data from 2008 to 2017. The study found that local protection had a significant negative impact on the quality of regional economic development, and the quality of economic development decreased by 10.1114% for every 1% increase in the degree of local protection. In the presence of local protection, there is a significant negative correlation between the level of regional GDP and the quality of regional economic development, and a significant positive correlation between the level of industrial structure, innovation ability, foreign investment and human capital and the quality of regional economic development. Finally, based on the above analysis, this paper gives relevant policy recommendations.
