精准扶贫背景下贫困户依赖心理的生成与矫正

The Generation Logic and Correction of Dependence Psychology of Poor Households under the Background of Targeted Poverty Alleviation

我国开展精准扶贫以来,取得了显著的减贫脱贫效果,但也强化了部分贫困户对政府的依赖心理。贫困户对政府依赖心理的生成,既有历史上传统"父母官"文化和计划经济体制的影响,又有当前不当扶贫方式和扶贫政策的"负效应"。为弱化乃至消减贫困户的依赖心理,一方面要深入践行党的群众路线,重塑贫困户的精神自信,另一方面扶贫干部要优化扶贫方式,建立健全扶贫考核可追溯机制。

Since the implementation of targeted poverty alleviation,remarkable results have been achieved in poverty reduction and poverty alleviation,but the dependence of some poor households on the government has also been strengthened.Poor households’dependence on the government is attributed to not only the influence of traditional"parents officials"culture and planned economic system in history,but also the negative effect of current improper poverty alleviation methods and poverty alleviation policies.In order to weaken or even reduce the dependence mentality of poor households,we should deeply practice the Party’s mass line and rebuild the spiritual self-confidence of poor households.Meanwhile,we should optimize the ways of poverty alleviation and establish and improve the traceability mechanism of poverty alleviation assessment.
