江华瑶族自治县生态文明建设水平研究

Research on the Level of Ecological Civilization Construction in Jianghua Yao Autonomous County

为有效测度县域生态文明建设水平,采用全排列多边形模型,从经济、环境、社会三大系统建立生态文明建设水平评价指标体系,对江华瑶族自治县(以下简称江华县)生态文明建设水平进行评价.研究表明:就江华县生态文明综合建设水平而言,2011年~2017年期间,综合建设水平逐年提升,2014年~2015年增速最快,至2016年江华县生态文明综合建设水平由较高转为高等级.就经济、环境、社会三大系统而言,2011年,属于发展平衡型;2012年~2013年,属于社会发展落后型;2014年~2015年,属于经济发展落后型;2016年~2017年,虽仍属于社会发展落后型,但三大系统建设水平均脱离较低达到较高等级.总体而言,2011年~2017年三大系统生态文明建设水平逐年提升.

In order to effectively measure the level of county ecological civilization construction,the fully arranged polygon model was adopted to establish the evaluation index system of ecological civilization construction level from the three major systems of economy,environment and society,and to evaluate the ecological civilization construction level of Jianghua Yao Autonomous County(The following abbreviations are Jianghua County).The research showed that during the period of 2011-2017,the ecological civilization comprehensive construction level of Jianghua County increased year by year;during the period of 2014-2015,the growth rate was the fastest;by 2016,the ecological civilization comprehensive construction level of Jianghua County's had changed from general high level to high level.In terms of economic,environmental and social systems,Jianghua County was a developmental balance in 2011,and was backward in social development from 2012 to 2013 and was backward in economic development from 2014 to 2015;although it still belonged to the backward development of social development from 2016 to 2017,the level of construction of the three major systems was off from the lower level to the higher level.
