基于模糊综合评价法的医养结合PPP项目风险评价研究

Research on Risk Evaluation of Combination of Medical and Health Care PPP Projects Based on Fuzzy Comprehensive Evaluation

在医养结合PPP(Public-Private-Partnership)项目中,对项目各参与方来说风险管理是十分关键的。本文通过问卷调查和文献整理,确定出5项一级风险评价指标,23项二级风险评价指标,利用层次分析法对医养结合PPP项目进行定量分析,构建风险评价模型,再结合模糊综合法进行项目风险评价,从理论和方法上为参与医养结合项目的管理人员提供借鉴。通过实例验证模型可行性,以期形成属于医养结合PPP项目风险管理体系。

In the combination of medical and health care Public-Private-Partnership(PPP)project,risk management is very important for the project participants.Through questionnaire survey and literature review,this paper identifies 5 first-level risk assessment indicators and 23 second-level risk assessment indicators.It uses analytic hierarchy process to quantitatively analyze the PPP project of combination of medical and health care,constructs a risk evaluation model,and combines with the fuzzy comprehensive method to evaluate the risk of the project and provide reference for managers involved in combination of medical and health care projects from the theory and method.The feasibility of the model is verified through an example,with a view to forming a risk management system that belongs to the combination of medical and health care PPP projects.
