Difficulties and Countermeasures in Preventing and Resolving Local Government Debt Risk:A Literature Review

地方政府债务能够促进地方经济发展,但是由于财政分权机制、官员政治激励、预算约束软化、隐性债务不透明、调控方式不精准等因素的影响,导致地方政府债务规模不断扩张,积累的风险越来越大。学者们对防范和化解地方政府债务风险的路径进行了大量分析,具体包括深化改革财权与事权分配机制、完善政府官员考核机制、规范地方政府融资渠道和方式、推进地方财政透明度建设以及建立地方政府债务风险预警体系等。未来的研究应该更加注重理论与实证相结合,同时将研究视角更聚焦于短期可以开展的具体政策措施上,从而为防范和化解地方政府债务风险提供更切实可行的路径。

Local government debt can promote local economic development.However,due to factors such as fiscal decentralization mechanism,political incentives for officials,softening of budget constraints,opaque debts,and inaccurate regulation methods,the scale of local government debt is expanding and the risks are getting bigger and bigger.Scholars have carried out a large number of analysis on the path of preventing and defusing local government debt risks,including deepening the reform of financial distribution mechanism,improving the evaluation mechanism of government officials,regulating local government financing channels and methods,promoting local fiscal transparency,and establishing local governments debt risk warning system,etc.Future research should focus more on the combination of theory and evidence,and at the same time focus more on the specific policy measures that can be carried out in the short-term,so as to provide a more practical and feasible path for preventing and defusing local government debt risks.
