国家治理视域下体育公共服务治理能力现代化的现实困境与路径选择

The Realistic Predicament and Path Choice of Modernization of Sports Public Service Governance Capability Under the Perspective of National Governance

以国家治理为视角,采用文献参考和逻辑分析等方法,分析了体育公共服务治理能力现代化的现实困境,提出了新的发展路径。现实困境是:由于传统的体制机制束缚,政府主体的强势与非政府主体的弱势,导致体育公共服务治理社会化程度不高;由于相关法律体系不够完善、社会力量参与渠道狭窄、合作机制缺失,导致体育公共服务治理的法治化水平偏低;由于纵向层级化整合机制与横向网络化协调机制矛盾交织,造成体育公共服务治理机制运行不畅;由于技术落后、人才匮乏,造成体育公共服务治理的专业性不强。发展路径是:打造多元主体参与的社会化治理格局,优化有法可依必依的法治化环境,建构运转高效有序的智能化机制,提升体育公共服务专业化治理水平。

Based on the perspective of national governance,this article uses the methods of literature review and logical analysis to analyze the realistic predicament of the modernization of sports public service governance capacity,and puts forward a new development path. Real predicament are the strength of the government’s main body and the weakness of the non-governmental bodies leading to a low degree of socialization of sports public service governance because of the constraints of the traditional institutional mechanism;the participation of social forces is narrow and lack of cooperation mechanism leading to a low level of rule of law in the management of sports public services because the relevant legal system is not perfect;the poor running mechanism of sports public service because of the contradiction between vertical hierarchical integration mechanism and horizontal network coordination mechanism;the lack of professionalism in the management of sports public services because of technical backwardness and lack of talent. The path of development are creating a social governance pattern with multiple subjects participating;optimizing the environment of the rule of law of laws to follow and must be carried out;building an efficient and orderly intelligent mechanism;and promoting the professional management level of sports public service.
