Upholding and Improving the System of People’s Congresses to Ensure People’s Position as Masters of the Country

人民代表大会制度是我国的根本政治制度,是人民当家作主的重要途径和最高实现形式。在新的历史条件下,坚持和完善人民代表大会制度,用制度体系保证人民当家作主,必须明确重点,健全关键举措。要坚持党的领导、人民当家作主和依法治国三者有机统一;围绕新时代社会主要矛盾,发挥好人大职能作用;坚持人大制度的创新与发展,强化制度建设;保障代表依法履职,发挥好人大代表主体作用;加强人大自身建设,健全人大工作内部运行机制。

The People's Congress is the fundamental political system of our country,an important way for the people to be masters of their own country and the highest form of realization.Under the new historical conditions,it is imperative to stick to and improve the People's Congress and ensure that the people are masters of their own affairs by means of an institutional system,with clear priorities and sound key measures.We should adhere to the organic unity of the Party’s leadership,the people as masters of the country and the rule of law,give full play to the function of people’s congresses in the light of the main social contradictions of the new era,persist in the innovation and development of the People's congress system and strengthen its construction.We will ensure that deputies perform their duties in accordance with the law,give full play to the principal role of deputies to people's congresses,strengthen their own development,and improve the internal operational mechanisms of the work of people’s congresses.
