江苏跨江融合发展中人民群众获得感研究--以无锡、泰州为例

On the people’s sense of benefit in Jiangsu cross-river integration:taking Wuxi and Taizhou as examples

跨江通道的开通为跨行政区资源优化配置创造了条件,园区跨江联动增强了城市间的耦合度和利益趋同性。以江南无锡和江北泰州为例,分析跨江融合发展中人民群众的获得感。研究发现,城市产业创新升级速度缓慢带来城市发展差距大、环境污染严重、居民就业层次不高等问题;公共服务体系层次不高引发居民对交通出行便利程度、医疗卫生条件及基础教育的不满;生态环境整治能力不足表现为水质差、水资源治理能力弱和资源利用效率低下。由此,从政策绩效、经济成就和民生价值方面提出提升融合发展中人民群众获得感的对策。

The opening of the cross-river channel has created conditions for the optimal allocation of resources across administrative regions.The cross-river parks linkage enhances the coupling between cities and the convergence of interests.This paper takes Wuxi in the southern Jiangsu and Taizhou in the northern Jiangsu as examples,examining the people’s sense of benefit in the development of cross-river integration.It finds that the slow pace of urban industrial innovation and upgrading has brought about urban development gaps,environmental pollution,and low employment of residents;the low level of public service system has caused residents’dissatisfaction with traffic,medical and health conditions and basic education;and that insufficient ecological environment improvement capacity has led to poor water quality,weak water resources management and low resource utilization efficiency.The paper further proposes countermeasures to enhance people’s sense of benefit from the aspects of policy performance,economic development and people’s livelihood.
