摘要
当前社会结构复杂,致灾因素众多,突发事件极易造成更深远的危害。为进一步推动应急管理大数据的应用,通过构建应急管理与大数据相结合的影响因素的解释结构模型,探讨了各主要影响因素之间的层次分布情况,并使用MICMAC分析矩阵呈现各影响因素的驱动力和依赖性,阐明各影响因素对应急管理与大数据相结合的影响程度。结果表明,15项影响因素中有两组因素具有强关联性,应将其各视为一个整体进行控制;应急管理主体、应急人员专业培训/应急人才培养,以及信息管理机制是最为关键的基础因素,对其他因素具有较强的作用;监管/效果评估是最表层的可控因素,具有最强的操作性,但是其影响效果相比其他因素要小。
The current social structure is complex and there are many disaster-causing factors.Sudden incidents are likely to cause far-reaching harm.In order to further promote the application of emergency management big data,the hierarchical structure of the main influencing factors is discussed by constructing the explanatory structure model of the influencing factors of emergency management and big data,and the driving force and dependence of each influencing factor is presented by using MICMAC analysis matrix,clarifying the extent to which impact factors affect the combination of emergency management and big data.The results show that there are two groups of factors among the 15 influencing factors that are strongly related,each of which should be treated as a whole.Emergency management subjects,emergency personnel training/emergency personnel training and information management mechanism are the most critical basic factors,which have a strong effect on other factors;the supervision/effect evaluation is the most controllable factor at the surface,with the strongest operability,but its effect is smaller than other factors.
