总体国家安全观是新时代中国国家治理的指导思想之一。总体国家安全观是中国共产党在新时代对国家安全的认识,包括对国家安全的要素、国家安全的要素之间的关系、国家安全工作机构、国家安全工作机制等一系列问题的认识。总体国家安全观的提出是为了防范和治理各类重大风险,巩固政治安全和社会稳定。相比其他的国家安全观,总体国家安全观的外延空前广泛,其涉及领域日益拓展,更加重视执政党内部的政治安全,更加强调国家安全工作的协调性和系统性。在实践中,党中央通过加强对国家安全工作的领导、建立统一的国家安全工作机制、完善社会治安防控体系、强化互联网管理、推进军队改革等方式加强政治安全、军事安全、文化安全、经济安全和社会安全等工作。
