交通运输宏观管理政策体系建立研究

On the Establishment of Transportation Macro-Management Policy System

党的十九大报告提出要"创新和完善宏观调控",为了研究如何在交通运输行业落实国家宏观调控要求,交通运输部在"交通强国建设"系列研究中特设立专题。本文在深入的理论分析基础上,立足中央交通运输主管部门职能,结合交通强国建设要求,探索建立了交通运输宏观管理政策体系框架,希望能够促使交通运输行业管理政策制定更加规范化,有效发挥政策的引导和约束作用,促进交通强国建设。

The report of the Nineteenth National Congress of the Communist Party of China puts forward the idea of "innovating and improving macro-control". In order to study how to implement the requirements of national macro-control in the transportation industry, the Ministry of Transport has set up this special topic in the series of studies on "building a strong transportation country". On the basis of in-depth theoretical analysis, based on the functions of the central transportation authorities and the requirements of building a strong transportation country, this study explores and establishes a macro-management policy framework for transportation, hoping to promote the formulation of management policies in the transportation industry to be more standardized, to effectively play the role of policy guidance and constraints, and to promote the construction of a strong transportation country.
