Discussion on LNG Vessel Safety Operation

为了明确LNG船舶安全作业管理要求,综合国内外现行LNG船舶和码头的相关标准规范要求,并根据国内部分已投产LNG接收站的船舶安全管理实际情况,从LNG船舶航次确认、抵港前准备、进出港和在港作业等四个部分分析了LNG船舶安全作业要求,并提出了相关建议。LNG接收站在船舶确认阶段应委托单位开展模拟试验,及时开展码头尽职调查、船岸兼容研究和船舶安全性审查;船舶抵港前应开展码头设备测试和港口设施定期检测,并发布航行通告;LNG船舶进出港期间应划定移动安全区,控制靠泊速度、角度以及对中情况;LNG船舶在港期间应开展船岸安全检查,同时安排船舶值守,并开展作业监控等措施。以上措施确保了LNG船舶作业全流程安全可控,可为国内外LNG接收站的LNG船舶安全作业管理提供借鉴和参考。

In order to clarify the LNG ship safety operation management requirements,combined with the requirements of domestic and foreign current LNG ship and port,and according to the actual situation of ship safety management for some domestic LNG receiving stations that have been put into operation,the LNG ship safety requirements are analyzed from four aspects,namely LNG ship voyage confirmation,preparation before arrival,inward and outward port and operation at port,and related suggestions are put forward.During the ship confirmation stage,LNG receiving station shall entrust the company to carry out simulation test,and timely carry out dock due diligence,shore compatibility study and ship safety review.Before the ship arrives at port,the test of dock equipment and the regular detection of port facilities should be carried out,and notices to mariners should be issued.During the period of entering and leaving the port,the LNG ship shall delimit a mobile safety zone and control the berthing speed,angle and alignment.During the period of LNG ship staying in the port,it shall carry out safety inspection on the ship shore,arrange the ship to be on duty,and carry out operation monitoring and other measures.The above measures ensure that the whole process of LNG ship operation is safe and controllable,which can provide a reference for the safe operation management of LNG ships in LNG receiving stations at home and abroad.
