产业转型升级与人才供给效应研究

Research on Transformation and Upgrading of Industry and Effect of Talent Supply

在供给侧结构性改革背景下,产业转型升级是保障经济平稳增长的必然趋势。研究采用2006—2016年间的面板数据对我国产业转型的人力资本效应进行了分析,结果表明:我国产业转型升级主要受到知识型人力资本的影响,而基础型与技能型人力资本表现为抑制作用;各类人力资本存量对产业水平的影响具有明显的区域差异,知识型、技能型与基础型人力资本分别对东、中、西三大地区的产业转型升级起着积极效应。要逐渐打破人才流动体制障碍,因地制宜培养和引进实用型人才,推动产业结构的不断优化。

In the background of supply-side reform,transformation and upgrading of industry is the necessary trend for ensuring steady increase of economy.This research adopts the panel data from 2006-2016 to analyze the human capital effects in the industry transformation in China.The results show that:transformation and upgrading of Chinese industry is mainly influenced by knowledge-based human capital,while basic and skill-based human capital shows the effect of suppression;the stock of human capital of different types influence the level of industry with distinct difference in various regions,for example,knowledge-based,skill-based,and basic human capital have positive effect respectively to transformation and upgrading of industry in east,middle,and west areas in China.It is necessary to break up gradually the institutional barrier for talent flow,and cultivate or bring in practical talents according to local conditions,so as to promote the continuous optimization of industrial structure.
