基于多源流理论的我国创新医疗技术支付政策研究

Analysis on payment policy of innovative health technology in China based on multiple streams theory

目前,我国并未制定独立的创新医疗技术支付政策,这造成创新医疗技术的发展和运用受限。文章通过文献分析法、访谈法等,借助多源流理论模型,从问题流、政策流以及政治流3个方面进行分析,提出独立制定我国创新医疗技术支付政策的可行性以及开启“政策之窗”的所需条件,为推动我国创新医疗技术支付政策改革提供参考。

Currently,there is no specific payment policy on innovative health technology in China,thus the development and use of such technologies are impeded.By conducting literature analysis and interviews,this paper applied the multiple streams theory to the impediment based on problem,policy,and political streams,discussed the feasibility of independently making national innovative health technology payment policy and preconditions of opening the reform policy window,and provided references for promoting the payment policy reform on innovative health technology.
