网络信息安全治理研究进展:基于国内外法治现状

Research Progress on Network Information Security Governance:Based on the Present Situation of the Rule of Law at Home and Abroad

[目的/意义]新时代推进我国治理体系和治理能力现代化进程中,网络信息安全治理是“中国之治”的重要组成部分。通过对国内外网络信息安全治理研究现状的梳理,分析总结出有利于提升我国信息安全治理水平的办法措施,对有效防范网络信息安全隐患具有现实意义。[方法/过程]运用文献研究法,以法治现状为视角对国内外网络信息安全治理相关研究成果进行了剖析,在总结网络信息安全治理指标体系基础上,对目前我国网络信息安全治理提出了可行性建议措施。[结果/结论]结合国内外研究进展分析网络信息安全治理研究存在的不足,提出我国网络信息安全治理需要朝着总体化、标准化、法治化和国际化方向发展。

[Purpose/Significance]In the process of modernization of China's governance system and capacity in the new era,network information security governance is an important part of"China's governance".Through combing the research status of network information security governance at home and abroad,this paper analyzes and summarizes the measures to improve the level of information security governance in China,which is of practical significance to effectively prevent the hidden dangers of network information security.[Method/Process]This paper analyzes the related research results of network information security governance at home and abroad from the perspective of the status quo of the rule of law by using the literature research method.Based on the summary of the index system of network information security governance,it puts forward feasible suggestions and measures for the current network information security governance in China.[Result/Conclusion]Combined with the research progress at home and abroad,this paper analyzes the shortcomings of network information security governance research,and points out that the network information security governance in China needs to develop towards the direction of integration,standardization,rule of law and internationalization.
