控规编制(调整)过程中公众参与制度的演进、绩效与发展——以上海为例

Evolution,Performance and Development of Public Participation System in the Process of Regulatory Detailed Planning Compilation:Taking Shanghai as an Example

控规编制(调整)过程中公众参与制度是贯彻和谐社会理念、实现规划决策的公平和正义的重要举措。该制度的可持续性、有效性以及发展路径等问题都是值得深入研究的课题。本文以新制度经济学中的演化理论为工具,将理论论证及经验研究相结合,采用定性及定量等多种方法对控规编制(调整)过程中公众参与制度的演进、绩效进行了研究,并根据研究结果提出相关政策建议,为我国控规编制(调整)过程中公众参与制度的改进提供参考借鉴。

The public participation system in the process of regulatory detailed planning preparation is an important measure to implement the concept of a harmonious society and achieve fairness and justice in planning and decision-making.Issues such as the sustainability,effectiveness,and development path of the system are topics worthy of further study.This paper uses the theory of evolution in new institutional economics as a tool,combines theoretical demonstration and empirical research,and uses qualitative and quantitative methods to study the evolution and performance of the public participation system in the process of regulatory detailed planning compilation.Based on the research results,relevant policy suggestions are provided to provide reference for the improvement of the public participation system in the process of regulatory detailed planning compilation in China.
