坚持和加强党的全面领导是党的十九大报告提出的重要思想,是对党的领导规律认识的不断深化及对党的领导理论的重要创新。从价值维度上看,党的领导既是革命胜利、建设成功和全面深化改革向纵深推进的重要保证,更是确保中国共产党长期执政、国家长治久安和实现中华民族伟大复兴的根本政治前提和政治基础;从历史维度上看,新形势下突出强调党的全面领导有着鲜明的问题导向,既是对以往党的建设经验教训的深刻总结,更是对党内存在的深层次问题的现实反思;从现实维度上看,坚持和加强党的全面领导,离不开纵向的组织网络和横向的统战网络,并以高效的组织整合和社会整合方式保证党的政治领导的正当性和有效性。

Adhering to and strengthening the overall leadership of the Communist Party of China(CPC)is an important idea put forward in the political report of the 19th National Congress of CPC,and it is also an important innovation of CPC′s leadership theory and the deepening of the understanding of CPC′s leadership law.From the dimension of value,the leadership of CPC is not only an important guarantee for the victory of revolution,the success of construction and the deepening of reform in an all-round way,but also the fundamental political premise and political basis for ensuring the long-term governance of CPC,the long-term stability of the country and the realization of rejuvenation for the Chinese nation.From the dimension of history,it has a clear problem orientation to stress the overall leadership of CPC in the new situation,which is not only a profound summary of the past experience and lessons of Party building,but also a realistic reflection on the deep-seated problems existing in the Party for a period of time.From the dimension of reality,adhering to and strengthening the overall leadership of CPC is inseparable from the vertical organizational network and horizontal unification network.The two networks guarantee the legitimacy and effectiveness of CPC′s political leadership in an efficient way of organizational integration and social integration.
