城市黑臭水体治理的生命历程与整合策略研究

Study on the Life Course and Integration Strategy of Urban Black Odorous Water Governance

基于中国上海市苏州河和美国西雅图市杜瓦米什河的治理案例比较,发现城市黑臭水体治理呈现出明显的生命运动特征,亟待一个整体理论对治理元素加以整合,进而对治理实践做出更具针对性的解释、分析和指导。引入生命历程理论的分析框架后,在时空硬约束、治理主导力、组织聚合网、发展标准轴的原理指导下,对当代中国城市黑臭水体治理提出五项整合策略完善规划法治体系,实现目标整合;加强政府控制聚力,实现组织整合;构建多元协同网络,实现功能整合;统筹管理资源分配,实现路径整合;注重创新循序而进,实现技术整合,增强城市黑臭水体治理的可持续性。

Based on the comparison of the governance cases of Suzhou River in Shanghai and Duwamish River in Seattle,it is found that the governance of urban black odorous water presents obvious life movement characteristics,and it is urgent to integrate the treatment elements with a whole theory,to make more targeted explanation,analysis and guidance for the practice.After introducing the analysis framework of life course theory,under the guidance of the principles of space-time hard constraint,governance leading force,organization aggregation network and development standard axis,this paper puts forward the implement of five integration strategies in the governance of urban black odorous water in contemporary China:improve the rule of law system for planning and achieve goal integration;strengthen government control to achieve organizational integration;building multiple collaborative networks to achieve functional integration;manage resource allocation and realize path integration;pay attention to innovation step by step,realize technology integration,and enhance the sustainability of urban black odorous water governance.
