摘要
2018年12月日本政府以"退群"的方式结束了与国际捕鲸委员会围绕"调查捕鲸活动"的纷争,并将时隔30年重启"商业捕鲸".本文结合批评性话语分析中的"话语—历史分析法"与"合法化理论",分析日本政府就"捕鲸问题"发布的三份官方文件的互文性及话语策略,揭示"商业捕鲸"的合法化过程.研究发现:(1)围绕"捕鲸问题",日本政府经历了"积极配合"到"强行退出"两个阶段,与国际捕鲸委员会的关系也实现了群内到群外的历时转变;(2)日本政府始终以"鲸食文化"与"海洋资源的可持续利用"为轴,推动"商业捕鲸"的合法化;(3)"退群"前后,文本间逐步实现了"权威策略"、"合理化策略"向"道德策略"的过渡.
Japan Government announced the country’s departure from the International Whaling Commission(IWC)in December 2018,and its plan to resume Commercial whaling which has been banned for 30 years.In this paper,drawing on Discourse-Historical Approach and legitimation theory,the authors analyze Japanese governments’three announcements against the condemn of IWC,so that to reveal the le-gitimizing process of commercial whaling.The conclusion goes to 3 key points:1)the attitude of Japanese government toward IWC changed from“proactive collaboration to investigation”to“forcibly withdraw from the commission”;2)Japanese government legitimize commercial whaling in the name of“preservation of whaling culture”and“sustain-able utilization of ocean resources”;3)the context realized the strategy transition from authority to rationalization and then to Ethics before and after the withdraw.
