基于决策者偏好的乡村旅游扶贫效率研究——以秦巴山区陇南市为例

Research on the Efficiency of Rural Tourism PovertyAlleviation Based on the Preference of Decision Makers——Taking Longnan City in Qinba Mountain Area as an Example

乡村旅游扶贫效率受多因素制约,其评价指标重要程度各不相同,决策者偏好(指标重要程度)是必须考虑的。根据陇南市2018年旅游扶贫相关数据,基于决策者偏好选取指标构建乡村旅游扶贫效率评价体系,选取多个评价单元作为有效点构建最优前沿面,运用二阶段DEA超效率方法,对秦巴山区陇南市乡村旅游扶贫效率进行测算。结果表明,基于决策者偏好的二阶段DEA超效率模型,解决了有效决策单元难以排序的问题,在乡村旅游效率评价中考虑到决策者偏好,评价结果更趋客观。

The efficiency of rural tourism poverty alleviation is restricted by many factors,and the importance of its evaluation indicators is different.The preference of decision makers(the importance of indicators)must be considered.According to the relevant data of tourism poverty alleviation in 2018 in Longnan City,the evaluation system of rural tourism poverty alleviation efficiency is constructed by selecting indicators based on the preference of decision makers(the importance of indicators),and multiple evaluation units are selected as effective points to construct the optimal frontier.The Two-stage DEA super efficiency method is used to measure the efficiency of rural tourism poverty alleviation in Longnan City,Qinba mountain area.The results show that the Two-stage DEA super efficiency model based on the decision makers′preference solves the problem that the effective decision-making units are difficult to rank.The decision makers′preference(the importance of indicators)should be taken into account in the efficiency evaluation of rural tourism,and the evaluation results tend to be more objective.
