“宅改奇迹”:政治系统支持中的价值、规范与权威结构——基于江西余江宅基地制度改革试点的调查

"Homestead Reform Miracle" : The Value,Norms and Authority Structure in the Political Support System--Based on the Survey of the Pilot Reform of Homestead System in Yujiang,Jiangxi

宅基地是农民安身立命的重要财产,在其看来通常具有不可侵犯的权利地位,因而,宅基地制度改革必将面对这一棘手的难题。以政治系统的输入过程为研究进路,结合余江宅基地制度改革的试点工作,将"宅改"置于对政治系统的"支持"中进行探讨。通过分析这一支持的目标主体,即"宅改"主导价值、"宅改"博弈或执行规范、领导小组、执法大队、党员干部等权威结构,发现农民对这一目标主体支持的一致性,是使"宅改"诉求与愿望能够输入政治系统进行转化并输出符合农民共同意愿政策的前提条件,这也成为余江缔造"宅改奇迹"的决定性因素。

Homestead is an important property for farmers to settle down,and farmers usually regard it as inviolable.Therefore,the reform of the homestead system will be certainly confronted with difficulties.Taking the input process of the political system as the research path,this paper focuses on the pilot reform of Yujiang homestead system,and discuss it in the context of the political support system.By analyzing the target subjects of this support,that is,the leading value,game or norms of the homestead reform and the authoritative structure that includes leading groups,law enforcement squads,and Party members and officials,it is found that the consistency of farmers'support for this target subject is the prerequisite for the demands and wills in homestead reform to be input into political system for transformation and output policies desired by farmers.This is also a decisive factor for Yujiang to create a"homestead reform miracle".
