演化视域下哈萨克斯坦工业创新发展及影响因素研究

Research on the Influencing Factors of Industrial Innovation in Kazakhstan from Evolutionary Economics

基于演化经济学原理,依托1992-2018年哈萨克斯坦工业相关数据,从战略创新、制度创新、技术创新3个层面建立哈萨克斯坦工业创新发展演化框架。结果表明:哈萨克斯坦工业创新是在战略理念引领下制度推进技术进步的结果。但从工业创新的实际效果看,哈萨克斯坦工业创新程度尚低,各因素与工业创新能力的关联度不高,并不符合知识函数指数级增加的假设。劳动因素、制度因素成为推进哈萨克斯坦优化产业结构、提升能源效率的主要因素,而研发支出不足成为制约其产业结构调整与技术进步的关键因素。应把握哈萨克斯坦工业创新发展前景,对接“丝绸之路经济带”与“光明之路”新经济政策,进一步畅通“丝绸之路经济带”。

Based on the principles of evolutionary economics,this paper builds on the evolutionary framework of Kazakhstan’s industrial innovation from three aspects of strategic innovation,institutional innovation and technological innovation,relying on the industrial data of Kazakhstan from 1992 to 2018.The results show that Kazakhstan’s industrial innovation is the result of technological advancement under the guidance of strategic concepts.However,from the actual effect of industrial innovation,Kazakhstan’s industrial innovation is still shallow,and the correlation between the various factors and the industrial innovation capability is not high,which does not meet the assumption that the knowledge function increases exponentially.Institutional factors and labor factors have become the main factors to promote their industrial structure and improve energy efficiency.R&D expenditure has not improved its innovation ability,but has become a key factor hindering Kazakhstan’s industrial restructuring and technological progress.Great effortts should be made to grasp the development prospect of Kazakhstan’s industrial innovation,dock the development strategy of China and Kazakhstan,and further unblock the“Silk Road Economic Belt”.
