西部地区旅游扶贫效率及其影响因素研究——以甘肃省平凉市为例

Study on Efficiency of Tourism Poverty Alleviation and Its Influencing Factors in Western China:A Case Study of Pingliang City,Gansu Province

利用2011-2017年相关数据,基于DEA-BCC模型和面板Tobit方法检验甘肃省平凉市旅游扶贫要素投入对当地贫困减缓的影响。结果发现:西部地区不同维度的旅游扶贫要素投入与贫困减缓之间存在差异性影响。个体参与维度结合资源优势因地制宜发展旅游可有效促进区域贫困减缓。而政府投入维度的旅游扶贫存在一定程度的投入冗余,延缓了旅游扶贫对贫困减缓的动力输出。市场发展维度的旅游扶贫要素投入受个体参与及政府投入两个维度的影响,在地区减贫方面具有促进作用的同时也表现出时变性特征。相对于单纯扩大要素投入规模,提高旅游扶贫的瞄准精度对区域贫困减缓具有更为显著的正向促进作用。

Based on the data from 2011 to 2017 and DEA-BCC model and panel Tobit method,this paper explored the influence which the input factors of tourism poverty alleviation took on local poverty reduction in seven counties(county-level,district)in Pingliang City.The results find that:differences truly exist between factors input for tourism poverty alleviation and poverty reduction in western China.In terms of individual participation,regional poverty can be effectively reduced by promoting the tourism that takes advantage of local conditions.However,there is certain redundancy of government’s investment on tourism poverty alleviation,which weaken the dynamic output of tourism on poverty alleviation.In terms of market participation,factors input of tourism poverty alleviation influenced by individual participation and government investment,showing time-varying characteristics on the promotion of tourism that takes to regional poverty reduction.The results also indicate that,compared with simply expanding the scale of factor input,improving the targeting accuracy of tourism poverty alleviation has a more remarkable and positive effect on regional poverty alleviation,which has significant implications on efforts promoted by strategy called“Targeted Poverty Alleviation”in western China.
