未成年人失足是一个严重的社会和法律问题,未成年人违法犯罪给国家、社会、家庭都带来了严重的危害。未成年人思想观念的误区和困境是造成其失足的重要因素。梳理未成年人思想观念的现实境况,剖析其思想观念教育中蕴涵问题及因由,借鉴域外国家思想观念培育方面的做法,以儒家伦理思想为基,推进法治引导,筑造家庭、学校、社会教育网络,强化暂住、流动人口管理,依法惩戒未成年人犯罪,创建针对失足未成年人特殊群体思想观念教育的长效机制,更好地适应和谐社会的建构和发展。

Juvenile misstep is a serious social and legal problem.Juvenile delinquency has caused serious harm to the country,society and families.Misunderstandings and dilemmas of minors’ideology are important factors that cause them to fail.Comb the real situation of minors’ideological concepts,analyze the problems and reasons in their ideological and conceptual education,draw on the practices of ideological and ideological cultivation of foreign countries,and use the Confucian ethics as the basis to promote the rule of law and build families,schools and social education network,strengthen temporary residence and floating population management,punish minors in accordance with law,create a long-term mechanism for ideological education of special groups of misplaced minors,and better adapt to the construction and development of a harmonious society.
