老年代步车是老龄化趋势下满足老年群体多样化出行需求的产物,目前存在的代步车法律定位模糊、行业秩序混乱、安全性差、事故频发、缺乏维权保障和非法运营等治安风险隐患,已对其行业良性发展和社会公共安全造成严重威胁。治理老年代步车治安问题必须坚持共建共治共享理念、创新方式方法,在借鉴国内外现有管理经验的基础上,从立法、执法、监管、行业自律、社会协同等方面着力,构建多元共治格局,保障老年人出行安全。

The scooters in the old age are the product of meeting the diverse travel needs of the elderly under the aging trend.The existing scooters have ambiguous legal positioning,chaotic industry order,poor safety,frequent accidents,lack of rights protection and illegal operations.It poses a serious threat to its benign development and social public safety.In order to manage the public security issues of the old generation scooters,we must adhere to the concept of co-construction,co-governance and sharing,and innovative methods.Based on the existing management experience at home and abroad,we must focus on legislation,law enforcement,supervision,industry self-discipline,and social coordination to build a diverse community.Governance structure to ensure elderly travel safety.
