铁路安全与反恐研究的三重面向:现状、挑战与发展路径——第四届“铁路安全与反恐论坛”综述

Three Dimensions of Research on the Railway Security and Counter-Terrorism:Current Situation,Challenges and Development Path--An Overview of the 4th Session of Railway Security and Counter-Terrorism Forum

“铁路安全与反恐研究”是我国国家安全战略下的重要议题,梳理研究现状对于研究的继续有效推进具有重要意义。2019年11月在铁道警察学院举办的第四届“铁路安全与反恐论坛”上,来自各院校和研究机构的学者们和实务部门的专家们共同探讨了铁路安全与反恐领域的总体形势、存在问题、前路展望等问题,如:反恐怖最小单元的建设,反恐怖风险评估与重点目标管理,城市轨道交通系统的反恐防范机制建设,“一带一路”涉恐风险评估与防控等。综合来看,学者和专家们对铁路安全与反恐工作面临挑战的分析主要着力于铁路、技术和法治三个维度,对如何进一步推动我国铁路安全与反恐工作建设主要集中于构建铁路反恐防范体系、完善反恐情报体系建设及构建多元主体参与防控合作机制三种路向。

The research on railway security and counter-terrorism is important to the state security strategy of china and the review of research status will effectively promote the study.In November 2019,Railway Police College sponsored the 4th session of Railway Security and Counter-Terrorism Forum.Scholars from academies and institutes as well as the experts from practical branches gathered and discussed the overall situation,existing challenges,future perspective of the railway security issue,for example the topics include the construction of basic counter-terrorism units,the terrorism risk assessment and key population surveillance,the building of terrorism prevention mechanism for urban rail transit,terrorism risk assessment and prevention along the Belt and Road countries,etc.Generally speaking,the researchers and experts mainly analyzed the challenges of railway security and counter-terrorism from three aspects:rails,technology and laws.They propose that the railway security work can be strengthened by three major approaches,that is,to construct the railway terrorism prevention system,to improve the intelligence network and to build multi-parties involved cooperative prevention mechanism.
