村民自治模式的现代性变化——以海南省白沙黎族自治县民生发展经验为例

The Modernity Change of the Villagers'Autonomy Mode:Based on the Experience of People's Livelihood Development in Baisha Li Ethnic Minority Autonomous County in Hainan Province

白沙黎族自治县为国定贫困县。党的十八大以来,白沙县加快实现村民自治组织治理现代化,特别是村党支部书记、村委会主任“一肩挑”和“第一书记”驻村,省直县直单位定点帮扶等举措,解决了原村民自治中组织软弱涣散和社会不和谐问题。通过民生输血“聚焦重点”、民生造血“二业并举”、民生提神“三气贯通”,农村居民收入快速增长,社会事业发展成效显著,社会保障水平逐年提高,预期提前实现贫困县“摘帽”目标,生态环境持续保持优良,民生发展基本上实现与全省、全国同步。并在实践中形成了坚持“以人民为中心”核心理念,坚持从实际出发实现村庄治理现代化,坚持政策惠民致力“精准”“公平”,坚持科技文化进村激活内生动力,坚持脱贫致富与生态环境保护双赢的基本经验。

Baisha Li Ethnic Autonomous County is a poverty-stricken county.Since the 18th National Congress of the Communist Party of China,Baisha County has accelerated the modernization of the governance of villagers’self-government organizations,especially the village party branch secretary.Measures including the village committee director‘one-man job’and‘the first secretary of the party committee’stationed in the village,tackling the problem of the‘weak organization’and‘social disharmony’within the community.Through the above effective measures,which focus on local people’s well-being,and combining industry development and employment increase.Additionally,lifting energy,strengthening energy of the local residents,thus,to achieve the goal of improving of local rural residents income,and boosting the local social development;also,the level of social security is increasing year by year,so Baisha is expected to be removed from the poverty-stricken area list ahead of the original schedule.Moreover,the ecological environment remains excellent,and the development of people’s livelihood basically keeps pace with that of the whole province and the whole country.In practice,it has formed the basic experience of adhering to the core concept of‘people-centered’,adhering to the modernization of village governance based on reality,adhering to the policy of‘targeted poverty reduction’and‘fairness’for the benefit of the people,introducing modern science and technology and culture into villages to activate the internal driving force among the locals,so to achieve the goal of both economic development and ecological conservation.
