新环境下宁夏基层社区治理效能与提升举措研究

Study on the Governance Efficiency and Promote Measures of Grassroots Communities in Ningxia under the New Environment

社会治理的重心在基层,基层社区治理是国家治理的基本落脚点。只有注重基层社区治理,才能不断增强人们的获得感、幸福感和安全感。当前宁夏基层社区治理体系不断完善,平安宁夏建设扎实推进,社会治理能力不断提升,群众对各级政府和基层组织提供服务的满意度不断提高。但是社区共建意识不够强烈,社区队伍建设有待加强,综治工作合力不强。建议进一步创新社区组织体制,培育专业社会工作者队伍和专业社会组织,夯实社会治理能力现代化之根基。

The focus of social governance is at the grassroots level,and community governance at the grassroots level is the basic foothold of national governance.Only by focusing on grassroots community governance can people’s sense of gain,happiness,and security be continuously enhanced.The current Ningxia grassroots community governance system is constantly improving,Peaceful Ningxia construction is advancing steadily,social governance capabilities are continuously improving,and the public’s satisfaction with the services provided by governments at all levels and grassroots organizations is increasing.However,the awareness of community co-construction is not strong enough,the construction of community teams needs to be strengthened,and the overall strength of comprehensive governance is not strong.It is suggested to further innovate the community organization system,cultivate professional social workers and professional social organizations,and consolidate the foundation for modernizing social governance capabilities.
