关于新型冠状病毒肺炎疫情中应急动员能力的反思

Reflection on Emergency Mobilization Capability in the Outbreak of COVID-19

对武汉新冠肺炎疫情中所体现出的应急动员能力进行了反思,认为应急物资的生产、物流、调配等环节存在一定问题,现有应急动员系统缺乏规划性、统一性和高效性,未能够及时满足防疫工作的需要和人民群众的需求。通过反思和总结,基于集成动员理论构建了一个疫区应急动员新模式,以期使组织、需求、生产、物流、调配各个层面能够协调畅通。

This paper reflects on the emergency mobilization capability embodied in the outbreak of the COVID-19,with a focus on the production,logistics and deployment of emergency materials.The existing emergency mobilization system lacks planning,unity,and efficiency.It is insufficient to prevent epidemic and meet the needs of people on time.This paper constructs a new way of thinking about emergency mobilization in epidemic areas.It is based on the theory of integrated mobilization,which can coordinate all levels of organization,demand,production,logistics and deployment smoothly.
