基于PEST-SWOT模型的我国开放大学办学体系发展战略研究

Research on the Development Strategies of Open University School-running System in China Based on PEST-SWOT Model

PEST-SWOT是在对组织的外部环境和内部环境进行分析的基础上,探寻本组织选择最佳战略组合的一个有效工具,是组织进行战略管理的起始和关键环节。我国开放大学办学体系作为广播电视大学演变发展的复杂性新事物,多年以来一直处于摸索之中。基于PEST-SWOT分析模型,对影响开放大学办学体系发展的外部环境和自身因素进行深入分析,提出了我国开放大学可以根据自身情况选择扩张型、扭转型、多元化或防守型等战略来构建和发展办学体系,以实现开放大学的使命和发展目标,在构建终身学习社会中发挥重要作用。

PEST-SWOT is an effective tool to explore the best strategic combination for the organization based on the analysis of the external and internal environment of the organization. It is the beginning and key link of the organization’s strategic management. As a complex new thing evolving and developing on the basis of Radio and Television University, the school-running system of China’s Open University has been in the process of exploration for many years. Based on the PEST-SWOT analysis model, this paper analyzes the external environment and its own factors affecting the development of the Open University’s school-running system, and puts forward that open universities in China can choose the strategies of expansion, transformation, diversification or defense to construct and develop the school-running system according to their own conditions, so as to realize the mission and development goal of the Open University and play an important role in building a lifelong learning society.
