国际视野下国家资历框架建设的推进模式探究 被引量:3

摘要 基于世界范围内资历框架(Qualifications Framework,QF)的建设发展,探析具有代表性的国家和地区资历框架建设的经验,围绕资历框架的推进过程、核心要素和运行机制进行比较研究,内容涵盖资历框架的推进阶段和特点、资历与层级的描述、管理机构、数据信息平台、学习成果认证转换、法律政策和质量保证等。在此基础上,结合我国国情,思考推进国家资历框架建设的要点,包括制定符合国家发展需要的建设目标和运行制度、明确资历框架的实施主体及协同部门、国家资历框架建设纳入相关法律法规、实现国家和地区间的资历框架对接与互认、现代信息技术融入国家学分银行的建设、建立和完善内外结合的质量保证机制等。 Based on the construction and development of the Qualifications Framework ( QF) ,this paper analyzes the experienceof building national and regional qualifications frameworks around the world,and conducts a comparative study around the promotion process,core elements and operating mechanisms of the qualification framework. The content covers the promotion stages andpromotion characteristics of the qualification framework,description of qualifications and levels,management agency,data information platform,learning achievements certification and conversion,laws and policies,and quality assurance,etc. On this basis,this study considers the national conditions of China,and thinks about the key points to promote the construction of the national qualifications framework including: formulating construction goals and operating systems that meet the needs of national development,clarifying the main body of the qualifications framework and coordinating departments,incorporating the national qualifications framework into relevant laws and regulations,achieving the integration and mutual recognition of qualifications frameworks between countries and regions,integrating modern information technology into the construction of national credit banks,establishing and improving a quality assurance mechanism combining internal and external activities.
