“一带一路”倡议背景下高职院校的角色定位与责任担当 被引量:1

Role Orientations and Responsibilities of Higher Vocational Colleges in the Context of the“Belt and Road”Initiative

摘要 “一带一路”倡议为高职院校提供了发展机遇,但高职院校依然在国际化程度、资源利用率以及人才供应等方面存在诸多问题。在“一带一路”倡议背景下,高职院校要明确角色定位,通过扮演“倡始者”的角色引领沿线国家进行教育互助合作;通过扮演“助推器”的角色帮助加大政策落实力度与加快经济转型发展;通过扮演“连接桥”的角色为多元文化传播与先进技术交流提供便利;通过扮演“通联门”的角色维系国际化技术技能人才的引入与输出。高职院校要落实责任担当,优化顶层设计,积极服务“一带一路”建设;制定战略规划,密切接轨国际化发展道路;深化产教融合,支撑发展“一带一路”相关产业;完善培养机制,精准填补各类人才需求缺口。 The"Belt and Road"initiative provides development opportunities for higher vocational colleges.However,there exists many issues in higher vocational colleges,such as the inadequate levels of internationalization,low utilization rate of resources and shortage of talents.To resolve these issues,higher vocational colleges should define their role orientations in the context of the"Belt and Road"initiative.As the"initiator",higher vocational colleges can lead other"Belt and Road"countries to conduct educational mutual cooperation;as the"booster",they can help to promote levels of policy implementation and accelerate economic transformation and development;as the"connecting bridge",they can offer convenience to the spread of multiculture and the exchange of advanced technology;as the"gate for talents",they can support bringing in and sending out internationalized technical or skilled talents.In general,higher vocational colleges should fulfill the following duties:(1)optimizing the top-level design and actively supporting the"Belt and Road"construction,(2)formulating strategic planning and closely keeping track with international development path,(3)deepening the integration of vocational education with industry and supporting the development of"Belt and Road"related industries,(4)improving the talent training mechanism and accurately filling demand gaps in different types of talents.
