摘要
习近平总书记在全国组织工作会议上明确提出,要建立素质培养、知事识人、选拔任用、从严管理、正向激励的干部工作体系。这“五大体系”环环相扣、相辅相成,素质培养是基础,知事识人是前提,选拔任用是核心,从严管理是关键,正向激励是保障,充分体现了马克思主义方法论。要聚焦干部选育管用,坚持目标引领,突出问题导向,打造系统化培养、精准化识察、专业化选用、从严化管理、导向化激励的五大体系链条,切实提升干部工作系统化管理水平。
In the national organization work conference,General Secretary Xi Jinping made it clear that we should establish a cadre work system featuring quality training,understanding things and people,selection and appointment,strict management and positive incentives.The five elements in the system are interconnected and complementary,with quality training as the foundation,understanding things and people as the prerequisite,selection and appointment as the core,strict management as the key,and positive incentives as the guarantee,which fully reflects the Marxist methodology.We should focus on the selection,education,management and use of cadres,and create a chain linking overall cultivation,accurate inspection,professional selection,strict supervision and inspirational encouragement in the five-element system by adhering to the goal-setting and problem-solving guidance,so as to effectively improve the systematic management of cadres.
