Three Theoretical Issues in the Construction of Grassroots Rural Public Culture:A Case Study from the Perspective of Yangtze River Delta Integration

要把"人民主体地位"落实到治国理政全部历史活动之中,搞好新时代乡村基层公共文化建设就必须认真思考和回答乡村基层实践主体结构的差异性、主体需要的层次性、主体利益的发展性。同时,深入把握乡村基层公共文化建设的针对性,既要避免"全面开花""一刀切"等机械做法,又要克服"蜻蜓点水""不着边"等敷衍态度,努力做到精深思考、精准施策、精致造就。此外,增强公共文化服务功能,是建构新时代公正和谐社会背景下的文化自觉,有利于提升基层民众的文化自信。深化理解乡村基层公共文化建设的实效性,需要从教育引导、实践养成、制度保障等方面切入。

To ensure"people's principle position"in all historical activities of governing the country and to strive to construct grassroots rural public culture in the New Era,we must pay attention to and think about some important issues,such as the difference of practice subjects,the hierarchy of subject needs and the development of subject interests.At the same time,we should fully grasp the pertinence of the public culture construction,and strive to construct the public culture through profound thinking,precise planning and careful cultivating,avoiding some mechanical practices like"developing all the aspects"or the"one-size-fits-all approach",as well as some perfunctory attitudes like"scratching the surface"or"being not to the point".In addition,we need to deepen our understanding of the effectiveness of the public culture construction,and start from the aspects of strengthening guidance,enhancing practice and providing institutional guarantee because to improve the service function of the public culture is a cultural self-consciousness under the background of constructing a justicial and harmonious society in the New Era and is beneficial to enhancing the public's culture confidence.
