服务制造助推安徽生产制造发展的实证研究

An Empirical Study on Service-Oriented Manufacturing’s Boosting of Production-Oriented Manufacturing in Anhui Province

生产制造与服务制造融合发展,是安徽省促进经济高质量发展的必然选择。近年来安徽省存在服务业发展水平滞后、区域发展不平衡、服务业内部结构分布不合理、人才吸纳能力不强、政策支持力度较弱等问题。安徽制造要从加工组装为主向"制造+服务"转变,从出售产品向出售"产品+服务"转变,必须加大政策支持力度,因地制宜出台相应的具体措施:加强传统产业服务制造考核,推进制造业转型升级;放宽新兴产业准入门槛,促进产业融合发展;加快人工智能应用,推动大数据平台建设;建立健全政策支持体系;培养复合型创新性人才;因地制宜,促进服务资源共享。

The integrated development of production-oriented manufacturing and service-oriented manufacturing is an inevitable choice for Anhui province to promote the high-quality economic development. In recent years, however, some problems arise with the province’s service industry, for instance, low development level, regional imbalance, unreasonable internal structure, weak talent absorption capacity and inadequate policy support. So Anhui manufacturing needs to transform from processing and assembly to "manufacturing + service", and from selling products to selling "products + service", increase policy support and introduce specific measures in line with local conditions. It is necessary to strengthen the evaluation of traditional industries of their serving manufacturing and promote the transformation and upgrading of the manufacturing industry, so as to lower the threshold for new industries and enhance their integrated development, to accelerate artificial intelligence application and speed up the construction of big data platforms, to establish and improve policy support system, to cultivate versatile and innovative talents, and to promote the sharing of service resources according to local conditions.
