电子信息制造业军民融合技术创新效率及其影响因素--基于两阶段DEA-Malmquist指数法 被引量:12

Technical Innovation Efficiency and Its Influence Factors of Civil-Military Integration Based on DEA-Malmquist Two-Step Model in Electronic Information Manufacturing Industry

摘要 本文基于2009~2016年我国23个省面板数据,运用两阶段DEA-Malmquist指数法和面板Tobit模型对我国电子信息制造业军民融合技术创新效率进行了测度及影响因素分析。研究结果表明:电子信息制造业军民融合技术创新效率整体来看呈现上升趋势,但仍有部分省技术创新资源配置不合理未能实现DEA有效;东部与中部地区技术创新效率提升是由技术效率与技术进步共同作用的结果,而西部地区则是由技术效率作用的结果,东北地区效率有所下降则是由于技术衰退所导致的。研究还发现,所有制结构、技术市场环境以及劳动力素质与技术创新效率有较强的正向关系,军民融合产业园区、企业规模和市场竞争力对技术创新效率未产生影响,政府支持与技术创新效率呈负相关。针对上述问题提出进一步提升我国电子信息制造业军民融合技术创新效率的政策建议。 Based on the panel data of the Electronic Information Manufacturing Industry from 2009 to 2019,this paper measures the technical innovation efficiency of Civil-Military Integration and analyzed its major influencing factors by using DEA-Malmquist Two-Step Model.The research suggests several results.The technical innovation efficiency of Civil-Military Integration presents a rising tendency,but owing to the inconsequence of innovation resource’s disposition,most provinces still can’t reach the DEA efficiency.The improvement of technological innovation efficiency in eastern and central regions is the result of technological efficiency and technological progress,while that in western region is the result of technological efficiency,while that in northeast region is caused by technological decline.The research has also found that ownership structure,technical market environment and labor quality have a strong positive relationship with technological innovation efficiency,military-civilian integration industrial park,enterprise scale and market competitiveness have no impacts and government support is negatively correlated.Accordingly,policy suggestions are put forward to further improve the innovation efficiency.
