基于产权理论剖析大运河遗产资源的保护——以苏北段为例

Analysis on the protection of the Grand Canal heritage resources based on the property right theory--A case study of northern Jiangsu

作为世界遗产的大运河苏北段,具备资源稀缺性和有用性的经济物品特点,同时它又是一种准公共物品,从而不可避免的出现“公地悲剧”“租值耗散”等问题。基于产权理论对大运河所有权、使用权、收益权等产权内容进行剖析,认为遗产的准公共物品属性是导致遗产资源被滥用、被破坏的根源,大运河遗产资源产权的界定有利于保障多方利益群体的权益,有效规避大运河遗产资源在开发过程中的公地悲剧、租值耗散等现象,从而实现对大运河遗产资源的最大保护。

As the world heritage,the northern part of the Grand Canal is characterized by the scarcity and usefulness of economic goods.At the same time,it is a quasi-public goods,which inevitably leads to the problems of"tragedy of the commons"and"rent dissipation".Based on the property rights theory,the property rights of the Grand Canal,such as ownership,use rights and income rights were analyzed.It considered that the property of the quasi-public goods of the heritage was the root cause of the abuse and destruction of the heritage resources.The definition of the property rights of the Grand Canal heritage resources was beneficial to protect the interests of many parties.The rights and interests of the group effectively circumvented the phenomenon of tragedy of the commons and rent dissipation of the Grand Canal heritage resources in the development process,thus achieving the greatest protection of the Grand Canal heritage resources.
