This paper analyzed the thoughts and measures of establishing a national forest city in Zhanyi District,and pointed out that mobilizing the participation of the whole people was the strong backing,ensuring and raising funds in many ways was the power source,highlighting the key points of construction and achieving the targets was the ultimate goal,paying attention to the protection of forest resources and consolidating the effect of the work was the safety guarantee,and establishing the file account and perfecting the trace management made the work well documented.
