我国NGO在突发公共卫生事件应急管理中的作用——以抗击新型冠状病毒疫情为例

The Role of Chinese NGOs in the Emergency Management of Public Health Emergencies:take the Battle to Curb COVID-19 Epidemic as an Example

NGO作为参与应急管理的重要主体,在应对突发公共卫生事件中应该并且能够发挥作用。该文以我国NGO在抗击新型冠状病毒疫情中采取的行动为例,发现其在突发公共卫生事件中能发挥动员社会资源、支持社会力量参与、提供应急保障服务、关爱弱势群体、搭建协作平台的作用,但也面临着应对经验不足、政社协同失效、自身地区发展不均衡的挑战。针对这次抗疫中暴露出的问题,今后还需进一步推进政社合作,提高共同应对突发公共卫生事件的能力,实现公共危机的有效治理。

In recent years,public health emergencies occur frequently.The traditional governance model with the government as a single crisis governance subject is not enough to deal with its complexity,nor to meet the demand of resource supply in emergency management,so it must have the participation and support of social forces.As a form of social organization,NGOs should play an important role in dealing with public health emergencies.Taking NGOs’actions in novel coronavirus as an example,this article finds that they have played a role in mobilizing social resources,supporting social forces,providing emergency support services,caring for vulnerable groups and building collaborative platforms in public health emergencies.But it also faces challenges of inadequate experience,failure of government and social cooperation and uneven development in various regions.In response to the problems exposed in the anti-epidemic,it is necessary to further promote cooperation between government and society in the future,improve the ability to jointly respond to emergencies,and achieve effective governance of public crises.
