摘要
目前,我国建成了全世界规模最大的AIS岸基网络,在航运安全和管理方面发挥了巨大的作用.随着水上船岸交互需求的不断提高,以实现船舶之间相互识别和避免碰撞为主要设计目标的AIS系统却也分担了部分船岸交互的任务.AIS系统在船岸交互的数据业务的增加导致了AIS系统可使用频段更加拥挤,在部分繁忙港口已经达到对频段50%以上的占用率,导致信息阻塞、数据丢失等问题的发生,影响了航行安全和管理.
At present,China has built the largest AIS shore-based network in the world,which has played a huge role in shipping security and management.With the increasing demand for data communications on the water,AIS which originally aimed at achieving mutual recognition of ships and avoiding collisions,has gradually assumed the task of ship-shore data communications.The increase of the data service of AIS system in the ship shore interaction leads to more congestion in the available frequency band of AIS system.In some busy ports,it has reached the occupancy rate of more than 50%of the frequency band,resulting in information blocking,data loss and other problems,affecting the navigation safety and management.
