老城区控制性详细规划问题及优化方式研究

Study on Regulatory Detailed Planning Problems and Optimization Methods in Old Urban Areas

随着2018年3月城市规划机构的变革,而且传统控制性详细规划(以下简称控规)指导老城区发展的方法有限,空间规划体系变革下的控规走向未知。基于此,总结了传统控规协调老城区发展遇到的编制层面、实施层面和绩效层面的问题后,提出横向建立“分层分级分类式”管控、竖向建立“立体化”管控、斜向建立“智慧化”管控的三种老城区控规优化方式,以期保护与延续老城区肌理形态特征、缓解人地之间的矛盾和满足多样化的土地开发需求。

With the change of urban planning agency in March 2018,and the limited methods of traditional control detailed planning(hereinafter referred to as control planning)to guide the development of old urban areas,the control planning under the change of spatial planning system is going into the unknown.In this paper summarizes the traditional regulatory coordination development establishment,implementation and performance aspects of the problem,put forward lateral to establish the hierarchical classification FenLeiShi controls,vertical establish a"three-dimensional"controls,inclined to establish"wisdom"control mode of three old gauge control optimization,protection and continuation of the old city texture morphological characteristics,in order to alleviate the contradiction between the person and meet the demand of diversification of land development.
