Towards a Sound Public Society:A Public Philosophical Review on the Global Combat Against the NCP Epidemic and the Governance of China

任何历史都将经历两次:悲剧的和喜剧的、自在感性的和理性反思的历史。自2003年SARS爆发之后,到2019—2020年冬春之交起因未明的新冠肺炎又一次大规模侵袭,成为新中国成立70年来在公共领域发生的最严重的突发性公共卫生事件。这不仅是公共卫生的危机,也是整个公共性社会的危机,危机挑战和拷问大国之治的能力。中国直面严重的公共危机、修复和重建公共性社会不仅需要作技术性、制度性体系的策略应对,背后更需要作公共哲学深度反思。中国战疫的经验教训表明,要有效应对突发性公共危机,就必须在中国道路中大力推进中国之治的现代性进程,着力完善公共性社会,这是战胜一切公共危机的根本保障。中国战疫实践已经成为深刻影响全球的中国方案。

Any history will be experienced twice:the tragic and the comic,the sensuous and the reflective.After the outbreak of SARS in 2003,another large-scale attack of the NCP epidemic,with unknown causes at the turn of winter and spring between 2019 and 2020,has become the most serious public health emergency in the public sphere since the founding of the People's Republic of China 70 years ago.This is not only a public health crisis,but also a crisis of the whole public society,which challenges and tests the running and governing of a big country.China is now facing a serious public crisis,and the restoration and rebuilding of the public society requires not only a technical and institutional strategic response,but also a deep reflection on public philosophy.The experience and lessons of the combat against the epidemic in China show that in order to effectively deal with a sudden public crisis,it is necessary to vigorously push forward the modernity process of China's governance and strive to improve the public society,which is the fundamental safeguard against all public crises.China's practice of combating against the NCP epidemic has become a Chinese approach with profound global impact.
