重大疫情中的宣传工作:问题、原则及策略——以新冠肺炎疫情宣传工作为例

Problems,Principles and Strategies of Propaganda Work in Major Epidemics:Taking the NCP Epidemic as an Example

做好党的宣传工作是应对突发公共卫生事件的重要一环,对内可以凝聚士气、鼓舞人心,对外能够争取认同、树立形象。然而,新冠肺炎疫情的爆发暴露了地方党委和政府在重大疫情宣传工作中的短板与不足,特别是疫情防控早期信息发布滞后、准确性欠佳,谣言治理体系不够完善,媒介喉舌作用发挥不充分,在一定程度上干扰了抗疫工作的开展。为此,加强和改进重大疫情宣传工作成了当务之急,必须坚持党管宣传、以人民为中心、恪守新闻传播规律、构建命运共同体的原则,必须在正确处理好人民群众首要利益和其他次要利益关系的基础上做到党性思维与民本意识相统一、信息发布与社会维稳相统一、意见采纳与谣言治理相统一、改进内宣与做好外宣相统一,为重大疫情防控阻击战的最终胜利营造良好的国内国际氛围,争取最广泛的人民群众和国际社会的支持。

The outbreak of the NCP has exposed certain incompetence of the local party committees and governments in the major epidemic propaganda work,and the problems such as the delayed release and lack of accuracy of the epidemic-related information,the inadequacy of rumor governance,and the insufficient role of the media have been criticized.Therefore,to strengthen and improve propaganda in major epidemics,we should follow the party's management and propaganda,adhere to the people-centered principle,the law of news dissemination,and the construction of a community of shared destiny.We should be devoted to achieve the unity of the party principle thinking and the people-oriented consciousness,the unity of information release and social stability maintenance,the unity of opinion acceptance and rumor management,the unity of improving the internal propaganda and managing the external propaganda,so as to safeguard people's right to know and their right to health on the one hand,and,on the other,build up morale and inspire people,and create a good domestic and international atmosphere for the prevention and control of the epidemic.
