作为发展的出发点和落脚点,共享发展最根本的特征就是“共享性”。共享是对“均享”与“私享”的超越。对共享发展之根本特征“共享性”的理解,需要从普惠性和公平性两个方面入手。普惠性是就共享的主体而言的,指的是全体社会成员共同享有社会发展成果。公平性是就共享的客体而言的,不仅表现为发展成果在社会成员之间的合理分配,而且体现为社会成员之间权利与机会的均等。共享发展理念的提出顺应了我国社会主义发展的基本价值导向,不仅为中国特色社会主义的发展指明了新方向,而且为促进每个社会成员的发展创造了条件,不管是在物的发展还是人的发展方面都有着极为重要的意义。

As the starting point and foothold of development,the most fundamental characteristics of sharing development is its sharing.Sharing development is the transcendence of average sharing and private sharing.We need to start from its inclusiveness and fairness to understand the fundamental characteristics of sharing development.Inclusiveness,in the light of the subject of sharing development,means that all members of society share the fruits of social development.Fairness,in the light of the object of sharing development,is reflected not only in the rational distribution of development outcomes among members of society,but also in the equality of rights and opportunities among members of society.The concept of sharing development conforms to the basic value orientation of China's socialist development.It not only points out a new direction for the development of socialism with Chinese characteristics,but also creates conditions for promoting the development of every member of society.Therefore,it is of great significance both in the development of material world and in the development of human beings.
